Robert Chang demonstrated exceptional dedication, quick thinking, and compassion while on duty. While driving to wash his City vehicle, he noticed a child in the driver seat of a bus honking the horn repeatedly. Robert stopped, exited his vehicle, and forced the bus door open allowing the child to exit the hot locked bus. The child explained that he had been locked inside and left behind for over 2 hours with no way to call for help. Robert called Police for assistance, called the mother, and waitied with the child ensuring he was safe. Robert even purchased the child lunch after PD arrived.

On my way to the car wash to clean the City vehicle, I made a left turn onto SW 42 Avenue and SW 3 Street heading toward SW 43 Avenue. I heard a blaring horn and when I looked to my left, I saw a child alone inside a parked school bus. I stopped my vehicle and asked the child if he was okay. He shook his head indicating “no” and asked me to call his mother, which I did.
I forced the bus door open so the child could exit safely. I informed his mother that I work for the City of Coral Gables and explained that her son had been left alone on the bus. She was shocked and scared to hear this. To reassure her, I let her know I would stay with him until she arrived. I gave her the location: 4301 SW 3rd Street.
I then called my supervisor, Carlos Gutierrez to explain what happened.
Supervisor Gutierrez advised me to call the Coral Gables Police, which I did. Gables Police dispatched City of Miami Police. When the officer arrived, I asked the child if he was hungry, and he said yes. I asked the officer if he needed anything else from me, and he said no.
I then went to get the child some food. I called his mother again to confirm if it was okay to buy him something to eat and to check if he had any allergies. She approved and stated he had no allergies.
When I returned with the food, the child’s mother had arrived and was crying. A sergeant was also on scene. The mother thanked me. I obtained the police case number to provide to my supervisor.
The child mentioned that he had been on the bus since 7:41 AM, and I found him at approximately 9:30 AM.
