Laura L. Russo, Esquire, from Russo & Baker, P.A., on behalf of the Coral Gables Congregational Church, Owner, for permission for an outside sewer connection to the City's pressure system to serve the Coral Gables Congregational Church, located at 3010 De Soto Boulevard, Coral Gables, Florida.
CITY MANAGER'S RECOMMENDATION:
That the request for an outside sewer connection to the City's pressure system to serve the Coral Gables Congregational Church, located at 3010 De Soto Boulevard, Coral Gables, Florida, be approved, subject to the conditions of the Public Works Department.
BRIEF HISTORY:
The proposed project consists of the construction of an on-site gravity system that will connect to a private sewer pump station that will discharge the sewage flow into a public force main that will be constructed along Columbus Street to serve the Casas Andaluzas project currently under construction.
The recommendation is subject to the following conditions of the Public Works Department:
1. That the City's Public Works Department will issue a permit for the requested connection only after the Casas Andaluzas force main is 100% completed and accepted and turned over to the City after the execution of the proper documentation.
2. That the Owner executes an Agreement approved by the City Attorney, agreeing to comply with the terms outlined in Resolution Nos. 24481 and 27941.
3. That the Owner pays a connection fee concurrently upon signing the Agreement, based on the estimated gallonage. The fee has been calculated at $13,734.00.00.
4. The property owner shall provide the City with final plans and specifications, as prepared by a registered Civil Engineer licensed to practice in the State of Florida and fully experienced and qualified in the design of sanitary sewer systems, for approval by the City.
5. That an Agreement be executed between the Owner and the City before service is provided (the Applicant is responsible to attain and achieve the agreement with all the participants involved).
6. The property owner shall provide Liability Insurance in the amounts required by Resolution No. 25786 naming the City as an additional insured, and covering any damages to public or private property due to a failure in the customer's facilities. A Certificate of Insurance shall be required at the execution of the Agreement in a form acceptable to the City of Coral Gables.
7. The property owner shall provide a Maintenance Bond or other Surety in the amount of five percent (5%) of the construction costs to assure timely repair of the customer's facilities should a failure occur, said Surety to run in perpetuity or until connection is no longer required.
8. The property owner shall secure all required permits to perform this project.
9. That the agreement shall be made a part of this Resolution and be kept in the office of the City Clerk.
