A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award the Fire House No. 4 Construction Project to West Construction, Inc., the lowest responsive and responsible bidder, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bids (IFB) 2023-017.
Body
The purpose of this IFB is to contract with a qualified and experienced bidder to construct a new 2-story with mezzanine, two bay, 8 dormitory fire station building of approximately 10,323 square feet, including all required site and utility improvements. The building has been designed to achieve a LEED Silver Certification. The scope also includes the development of a neighborhood park on the northern portion of the site. The construction documents and specifications are made part of this solicitation. The site is located at 1345 Sunset Drive, Coral Gables, Florida, 33143.
On June 23, 2023, the Procurement Division of Finance formally advertised, issued, and distributed IFB 2023-017 Fire House No. 4 Construction Project. Sixty-two (62) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.
Eight (8) bids were received on September 27, 2023, in response to the IFB: Carivon Construction Company, Florida Lemark Corporation, H.A. Contracting Corporation, Home Express Corporation dba HE Builders, John Bell Construction, Inc., Magnum Construction Management, LLC dba MCM, Vercetti Enterprises, LLC, and West Construction, Inc.
The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. During the responsiveness review, it was determined by Procurement, after consulting with the City Attorney’s Office, that Vercetti Enterprises, LLC. was non-responsive based on failure to provide the required minimum experience. The Procurement Division finalized its’ due diligence process and confirmed that West Construction, Inc., is both responsive to the requirements of the IFB and is a responsible bidder.
The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award the Fire House No. 4 Construction Project to West Construction, Inc., for the total amount of $7,608,209.00 as well as an additional $1,141,231.35 for a 15% contingency allowance to address unforeseen conditions with the project.
Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
