Title

A Resolution of the City Commission authorizing emergency installation of one (1) “Mars” sculpture within the plaza of Parking Garage #6, 60 Merrick Way, pursuant to Section 2-690 Emergency Procurement, in the estimated amount of $92,027.

Body

The Public Works Department would like to expedite the installation of one (1) “Mars” sculpture by Julio Larraz within the plaza of Parking Garage #6 located at 60 Merrick Way.

 

The City of Coral Gables is contributing to this installation as part of preparations for the upcoming Art Basel event, which commences on December 2, 2026. Due to the event’s schedule and the limited time available to complete the work, expedited procurement and installation are necessary to ensure that the sculptures are properly installed and the courtyard is prepared in advance of the event.

 

Red Door Construction was one of seven (7) contractors invited to submit quotes for the work and provided the lowest quote. In addition, Red Door Construction has a demonstrated history of successfully completing various projects for the city.  Based on their prior experience with the city and familiarity with city requirements and procedures, staff are confident that Red Door Construction is well positioned to complete the project efficiently, within the required timeframe.

 

Under Section 2-690 of the Procurement Code, entitled “Emergency Procurement,” where the City Manager authorizes the emergency procurements of supplies, services, or construction when there exists an immediate threat to public health, welfare, or safety or to prevent or minimize serious disruption of government services.

Fiscal Impact

Utilizing the lowest responsive quote will allow the city to accomplish the required work in a cost-conscious manner while meeting the established project schedule.
