Title
A Resolution accepting the recommendation of the Procurement Officer to award the Group Dental Insurance Contract to Humana Insurance Company and CompBenefits Company, the highest ranked responsive-responsible proposer, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Request for Proposals (RFP) 2019-020.

Body
The purpose of this RFP is to award a qualified and experienced professional firm (“Proposer”) to provide Group Dental Insurance for the City’s group dental insurance program.

On June 11, 2019, the Procurement Division of Finance formally advertised, issued, and distributed Group Dental Insurance, Request for Proposals (RFP) 2019-020. Twenty-three (23) prospective proposers downloaded the RFP package from Public Purchase, the City’s web-based e-Procurement service.

On July 19, 2019, six (6) firms submitted proposals in response to the RFP: Cigna Health and Life Insurance Company (CHLIC); Florida Combined Life Insurance Company; Humana Insurance Company and CompBenefits Company; Metropolitan Life Insurance Company (Metlife); Solstice Benefits, Inc.; and Standard Insurance Company (The Standard).

On August 21, 2019, the Evaluation Committee convened to evaluate the six (6) responsive proposals and ranked the firms in the following order of preference: Humana Insurance Company and CompBenefits Company (top-ranked); Cigna Health and Life Insurance Company (CHLIC) (second ranked); Metropolitan Life Insurance Company (Metlife) (third ranked); Solstice Benefits, Inc. (fourth ranked); Standard Insurance Company (The Standard) (fifth ranked); and Florida Combined Life Insurance Company (sixth ranked). The Evaluation Committee determined that Humana Insurance Company and CompBenefits Company was the highest ranked responsive-responsible proposer.
