Title
A Resolution amending Ordinance No. 2015-17, as amended, Resolution 2016-148, as amended, and Resolution 2017-167, as amended, to adjust the Storm Water Fee and Sanitary Sewer Charges, providing for severability, and an effective date.
Body
Storm Water Fee -This recommended increase is the third year of a ten-year plan (years 1 & 2 were implemented in Fiscal Years 2017 & 2018) to create the substantial fund balance in the Storm Water Utility Fund necessary to ready the City for sea level rise related infrastructure improvements. The goal of the fee change plan is to accumulate a minimum of $100 Million by the early “mid-century” mark.

The theory behind this is to make sure Coral Gables is ready to compete in the early “mid-century” credit market when most cities along the coast will be competing for the same dollars. The more funds the Coral Gables accumulates on its own translates to less credit the City will have to compete for. The accumulated funds will be restricted in the City’s balance sheet specifically for sea level rise capital improvements. Year three of the plan adjusts the Storm Water Fee from $13.30 to $14.73 per Equivalent Residential Unit (ERU) per month.

Sanitary Sewer Charges - The City is anticipating an increase in Miami-Dade County wastewater treatment and disposal charges that will take effect during Fiscal Year 2018-2019. To cover the cost of the wastewater fee increase this resolution adjusts the City’s Sanitary Sewer Consumption Charges from $3.0077 to $3.1430 per CCF for less than 1 CCF to 5 CCFs, from $5.7470 to $5.8823 per CCF for greater than 5 CCFs to 9 CCFs, from $5.8438 to $5.9791 per CCF for greater that 9 CCFs.

In addition, staff recommends implementing the following two components to supplement Sanitary Sewer maintenance for daily operations and capital improvement for system replacement, storm remediation and sea level rise:
