Title

A Resolution accepting the recommendation of the Procurement Officer to extend the Debris Management Services contract with AshBritt, Inc., (Primary) and Ceres Environmental Services, Inc., (Secondary) pursuant to Section 2-764 of the Procurement Code entitled “approval of change orders and contract modifications”, on a month-to-month basis, not to exceed six months, until the new RFP process is completed, and new Professional Services Agreements are awarded, negotiated and executed.

Body

On March 10, 2009, the City Commission approved Professional Services Agreements (“Agreements”) for Debris Management Services as the result of Request for Proposals (RFP) 2008.05.05.

The purpose of the Agreements are to obtain Debris Management Services in accordance with Federal Emergency Management Agency (FEMA) policies, procedures, and directives; Federal law, regulations, and executive orders; and State / Local law and regulations.

The current Agreements with AshBritt, Inc., (Primary) and Ceres Environmental Services, Inc., (Secondary) expire on June 1, 2018. In order to allow time for the new RFP process to be completed and new contracts awarded, negotiated and executed, it is recommended that the Debris Management Services contracts be extended on a month-to-month basis, not to exceed six months.

Section 2-585 of the Procurement Code authorizes the City Manager to delegate authority to the Procurement Officer to administer and make recommendations on City contracts. As such, the contracts with AshBritt, Inc., (Primary) and Ceres Environmental Services, Inc., (Secondary) may be extended under Section 2-764 of the Procurement Code entitled “Approval of Change Orders and Contract Modifications”.
