Title
A Resolution accepting the recommendation of the Chief Procurement Officer to authorize a “Piggyback” contract with Genuine Parts Company, d/b/a NAPA Auto Parts, from the National Joint Powers Alliance (NJPA) to provide on-site vehicle and equipment parts and supply services, pursuant to Section 2-980 of the Procurement Code for a period running through April 12, 2016, with an option to renew for one (1) additional year.

Body
The City’s current on-site vehicle and equipment parts and supply services contract with Genuine Parts Company d/b/a NAPA Auto Parts will expire December 22, 2014. The City’s current contract is a piggyback contract based on a NAPA contract with the City of Miramar, FL. To replace this contract, Procurement is recommending participation in a cooperative purchasing agreement through the National Joint Powers Alliance (NJPA) under Section 2-980 of the Procurement Code. NJPA is a public purchasing cooperative set-up by the State of Minnesota with over 50,000 member agencies nationwide, which the City of Coral Gables is also a member.

The NJPA contract with NAPA was competitively solicited by the National Joint Power Alliance under RFP No. 031212, which complies with the solicitation requirements contained within Section 2-978 of the Procurement Code. The NJPA contract has over two (2) years left expiring on April 12, 2017. Currently 600 public agencies nationwide have entered into this contract with NAPA.

Under the proposed NJPA Cooperative contract, the pricing method to provide vehicle and equipment parts and supplies would be Cost + Expenses +10%, which is the same pricing method used under the current NAPA piggyback contract. This pricing structure is based upon NAPA's actual acquisition cost, which is defined as the parts price NAPA charges from their distribution warehouse to their outlying stores.
