Resolution electing to use the Uniform Method of Collecting Non-Ad Valorem Special Assessments levied within the incorporated area of the City; stating a need for such levy; providing for the mailing of this resolution; and providing for an effective date.

The City is contemplating the imposition of special assessments for the provision of Miracle Mile and Giralda Avenue improvements and intends to use the uniform method of collecting non-ad valorem special assessments for the cost of providing Miracle Mile and Giralda Avenue improvements to property within the incorporated area of the City as authorized by section 197.3632, Florida Statutes, as amended. This method will allow such special assessments to be collected annually commencing in November 2012, in the same manner as provided for ad valorem taxes.
In order to satisfy the statutory requirements in section 197.3632, Florida Statutes, to use the Uniform Method of Collection, the City must hold a public hearing to consider using the tax bill collection method for the Miracle Mile and Giralda Avenue improvement assessments and adopt a resolution of intent to use the uniform method of collection in the calendar year prior to any such collection. This resolution, which is not binding and does not obligate the City to use the tax bill collection method or actually impose a special assessment, must be adopted and sent to the Miami-Dade County Tax Collector, the Miami-Dade County Property Appraiser and the Florida Department of Revenue. The Miami-Dade County Property Appraiser and Miami-Dade County Tax Collector have agreed to allow the City until March 1, 2012 to adopt this Resolution indicating its intent to use the uniform method of collecting non-ad valorem assessments for the cost of providing Miracle Mile and Giralda Avenue improvements.
