Resolution accepting the recommendation of the Chief Procurement Officer pursuant to Section 2-583 of the Procurement Code entitled “Application of the Code” to waive the Procurement Code to lease from Peterson’s Harley-Davidson of Miami, LLC eleven (11) 2012 Harley-Davidson FLHP Motorcycles for a term of twenty-four (24) months with the total lease amount not to exceed $125,400 for all leased motorcycles.

Peterson’s Harley-Davidson of Miami, LLC, who is the only local dealership in Miami-Dade County, has proposed a new lease agreement to replace the current 2010 models with new 2012 models for $475 per month, per motorcycle, not to exceed $125,400 in total for a period of twenty-four (24) months. The difference in cost between the current lease and the proposed lease is in part attributed to changes in the lease agreement to provide enhanced maintenance and repair coverage, including oil changes, replacement of tires and the elimination of labor costs for maintenance and repairs. The only costs not included in the new lease agreement will be the cost of parts for clutch repair or replacement and repair costs for physical damage as a result of vehicle accidents and other causes.
Other cities that have entered into this same lease agreement, including the monthly motorcycle lease price under a two (2) year replacement schedule in South Florida are as follows: Miami, North Miami, Doral, Hollywood and Davie.
It is recommended by the Chief Procurement Officer that the Procurement Code be waived under Section 2-583 of the Procurement Code entitled “Application of the Code” to lease from Peterson’s Harley-Davidson of Miami, LLC, eleven (11) replacement Harley-Davidson Motorcycles, as they are the only local dealership in Miami-Dade County with authority from Harley-Davidson to lease to law enforcement agencies, who are also able to provide maintenance and repair services. In addition, the Harley-Davidson FLHP has been selected as the preferred motorcycle over its nearest competitor, BMW, by the Coral Gables Police Department. This preference is a result of previous experience operating the cruising type motorcycle provided by Harley-Davidson over the BMW’s sport type motorcycle.
