Resolution accepting the recommendation of the Chief Procurement Officer to authorize negotiations with C3TS, Inc., David Plummer & Associates and Atkins North America, Inc., of continuing contracts for traffic engineering consulting services pursuant to Florida Statute 287.055, known as the "Consultants Competitive Negotiation Act" and Request for Qualifications (RFQ) 2011.08.19a.
Brief History
The purpose of this Request For Qualifications process is to select several traffic engineering consulting firms to negotiate continuing contracts to provide necessary consulting services involving traffic engineering, design, planning, traffic counts, speed surveys, safety accident analysis, traffic impact studies, traffic calming, plan review and all related survey studies. Under these continuing contracts, traffic engineering consultants will not work on projects exceeding $2,000,000 or any study that exceeds $200,000 pursuant to Florida Statute 287.055, known as the "Consultants Competitive Negotiation Act."
On August 19, 2011, the Procurement Division of Finance formally advertised the Traffic Engineering Consultants Request for Qualifications (RFQ) 2011.08.19a. On August 25, 2011, a non-mandatory pre-qualifications conference was held. Twenty-nine (29) traffic engineering consulting firms downloaded or obtained the RFQ package from the Procurement Division.
On October 11, 2011, eleven (11) qualifications statements were submitted by: Calvin Giordano & Associates, URS Corp., BCC Engineering, Atkins North America, F.R. Aleman & Associates, Wilbur Smith & Associates, David Plummer & Associates, CTS Engineering, T.Y. Lin International/HR Ross, C3TS and Atec.
On October 31, 2011, the Evaluation Committee met to evaluate the qualification statements, which resulted in four (4) firms being shortlisted as follows: Atkins North America, C3TS, Inc., David Plummer & Associates, and T.Y. Lin International / HR Ross. This shortlisted group was then asked to make a presentation on November 22, 2011, to the Evaluation Committee followed by questions from the committee. After the presentations, the Evaluation Committee developed a recommended list of firms, in order of preference, for pricing negotiations of C3TS, Inc., David Plummer & Associates and Atkins North America.
Under Florida Statute 287.055 known as the "Consultants Competitive Negotiation Act," the Commission "shall select in order of preference no fewer than three (3) firms deemed to be the most highly qualified to perform the required services," who will be invited to enter into a negotiations phase to determine their compensation that will be paid under contract with the City. After compensation has been negotiated with the Consulting firms, contracts will be submitted to the Commission for approval.
