Resolution accepting the recommendation of the Chief Procurement Officer pursuant to Section 2-828 entitled “Contract Award” of the Procurement Code and Invitation for Bid (IFB) 2012.09.19 to award the Ponce de Leon Blvd/Alhambra Circle Landscaping and Miscellaneous Improvements Project to ABC Construction, Inc.; and authorizing a budget amendment to the Fiscal Year 2012-2013 Annual Budget to recognize as revenue a transfer from General Fund Reserve and to appropriate such funds to put toward the cost of the project.

The Ponce de Leon Blvd. and Alhambra Circle Landscaping Improvements Project consists of landscaping and miscellaneous improvements at Alhambra Circle from LeJeune Road to Ponce de Leon Blvd.; and Ponce de Leon Blvd. from Salamanca Avenue to Almeria Avenue. The improvements include, but are not limited to, demolition, landscaping, irrigation, electrical, concrete work, and restoring the work area upon project completion.
On September 19, 2012, the Procurement Division formally advertised, issued, and distributed the Ponce de Leon Blvd/Alhambra Circle Landscaping and Miscellaneous Improvements Project Invitation for Bid (IFB) 2012.09.19. The Bid Notice was e-mailed to over fifty-five (55) prospective bidders. On September 26, 2012, a non-mandatory pre-bid conference was held.
On October 16, 2012, bid responses were received from the following five (5) firms: Sanchez Arango Construction; ABC Construction, Inc.; LEE Construction Group, Inc.; SFM Services, Inc.; and V Engineering & Consulting Corporation.
The lowest responsive, responsible bid for Ponce de Leon Blvd/Alhambra Circle Landscaping and Miscellaneous Improvements Project was submitted by ABC Construction, Inc., with a total bid of $533,450, which consists of the base bid of $529,900, and $2,250 for Alternate No. 1 for transplanting three (3) existing Medjool palms on other City property, and $1,300 for Alternate No. 2 for relocating two (2) existing Medjool palms to the c...
